Guangxi: Planning five major aggregate bases, annual production capacity will increase to 9 times!

12/27/2021

It is understood that since 2019, Liuzhou City, Guangxi Zhuang Autonomous Region has continuously promoted the comprehensive renovation of open quarries, strictly controlled the number of quarries, greatly increased the annual production capacity of a single quarry, and improved the resource support capacity. As of November, 5 open-pit quarries were transferred for sale, which were about 406 million yuan. Liuzhou City plans to lay out 5 major gravel resource mine development bases and vigorously increase production capacity. After the five major bases are completed and put into production, the production capacity will be increased from 4.11 million tons to 42 million tons, which fully guaranteeing the sand and gravel resources needed for infrastructure construction in downtown Liuzhou.

It is reported that the revenue from the transfer of mining rights in Liuzhou this year was 155.3 million yuan, an increase of 98.13% from the revenue from the transfer of mining rights collected in 2018, and the realization of the revenue from the transfer of mining rights has increased for four consecutive years.

In recent years, Liuzhou City has continuously strengthened the planning and control requirements of the city’s open quarries. Through special remediation, the number of quarries has been greatly reduced. It is visually visible and involved in the depletion of resources, poor external mining conditions, and direct visualization of major transportation routes on major rivers. The mines with large letters and visits and steady pressure are gradually closed and exited in an orderly manner. For existing mines with abundant resource reserves, good external mining conditions, and harmonious relationship between mine sites, and visually visible on the main transportation routes of major rivers, the area outside the first-line mountain body, according to the entire mountain body After the mining is completed, the scope of the mining area shall be redefined, the mining scale shall be increased, and the basic construction shall be carried out in accordance with the green mine standards.

Since the renovation and integration of the citys open-air quarries in 2015, the number of open-air quarries in Liuzhou has been reduced from 95 to 54. While protecting the environment and consolidating the ecological barrier, it achieves a high level of mineral resource protection.

Main method:

◇ First, after the number of open quarries decreases to meet the planning targets, the new open quarries will be reduced by one and increased by one, that is, one will be closed to add one new one, to ensure that the number of open quarries in the city does not exceed the planned targets .

◇ Secondly, starting from the overall planning, Liubei Shibeiping, Liunan Taiyangcun, Liudong Luorong, Liujiang Huangling, Liujiang Tuan-Jinde 5 large sands are reasonably arranged near the downtown area of Liuzhou, nearly 20-30 kilometers away The development base of stone resources mines has vigorously increased production capacity. After the five major bases were completed and put into production, the production capacity was increased from 4.11 million tons to 42 million tons, fully guaranteeing the sand and gravel resources needed for infrastructure construction in downtown Liuzhou.

◇ The third is to accelerate the standardization of green mines in open-pit quarries in the city. In July 2019, the “Notice on the Standardization of Green Mines in Open-pit Quarries” was promulgated in July 2019, which officially established the municipal-level open-pit quarry green mine construction standards At present, 9 open-pit quarries such as the Dengcaoshan limestone mine in Taiyangcun Town, Liunan District have been identified as the first batch of city-level green mine creation units, with plans to complete the creation by the end of 2021.

◇ The fourth is to continuously strengthen the supervision and management of mineral resources exploration and development, introduce low-altitude UAV digital aerial photogrammetry technology to monitor the city’s open-pit mines, improve the level of supervision and ability。 24 city-level mineral inspectors were hired to expand the city’s mineral inspectors The team has become the only city in the district to achieve full coverage of mining rights inspectors.

◇ Fifth, accelerate the implementation of mine ecological restoration after the open-pit quarry is withdrawn. In recent years, the city has invested a total of 335 million yuan for the restoration and management of the closed mine environment. The restoration and treatment area has reached 500 hectares, effectively improving the surrounding environment of the mine.
